(Preface) Based on the recent development related to the delay in the visa of Lieutenant General Abdel Fattah Al-Burhan, Chairman of the Sudanese Sovereignty Council
The Commander-in-Chief of the Armed Forces to attend the United Nations General Assembly meetings in New York.

Reuters reported that sources said that the issuance of the visa appears to be linked to Al-Burhan’s position on the truce proposal, while the US State Department said that it does not comment on individual visa cases.

The United Nations confirmed that it had raised the matter with the American authorities.

The National Movement of Independents in Sudan
Memorandum on reconsideration of the permanent headquarters of the United Nations.

To: The Secretary-General of the United Nations

And to: The President of the United Nations General Assembly

And to: Member States of the United Nations.

Subject: Demanding the opening of an international discussion on transferring the permanent headquarters of the United Nations from New York to a neutral country.

The National Movement of Independents in Sudan is following with great concern the recent developments related to the non-issuance of an entry visa to Lieutenant General Abdel Fattah Al-Burhan.
Chairman of the Sudanese Sovereignty Council to participate in the work of the eighty-first session of the United Nations General Assembly.
Reliable press reports stated that the American authorities had not issued the visa until September 22, 2026, while the United Nations announced that Secretary-General António Guterres was deeply concerned about the issue and that the General Secretariat had raised it with the American authorities. Reuters also reported, citing sources, that the issuance of the visa appeared to be linked to Al-Burhan’s position on the 90-day truce proposal, with the US State Department not commenting on the situation clearly.

In light of these developments, the National Movement of Independents in Sudan believes that it is necessary to open a serious international discussion about the relationship between the country hosting the United Nations headquarters and the independence of the international organization and the extent to which representatives of member states are guaranteed free access to the organization’s headquarters to participate in its work.

First:

The principle of the independence of the United Nations.

The United Nations is not an institution affiliated with the state that hosts its headquarters, but rather it is an international organization that includes the countries of the world and operates in accordance with its charter, rules, and decisions of its competent bodies.
Therefore, the organization’s headquarters should be a place where all members of the United Nations feel equal and neutral, and the access of state delegations to the organization should not become subject to bilateral political disputes between a member state and the host state.

Second:

Headquarters agreement
The United Nations Headquarters Agreement signed with the United States in 1947 regulates the relationship between the organization and the host country. Recent developments have sparked a discussion about the obligations of the host country regarding the arrival of member state delegations to the organization’s headquarters.

The United Nations stated that it intervened diplomatically regarding the issue of President Al-Burhan’s visa, stressing the importance of the full participation of delegations in the work of the organization.

This proposal does not aim to enter into a legal dispute between the United Nations and the United States of America, but rather to benefit from current developments to open a broader institutional discussion about the best formula that guarantees the independence of the organization and the neutrality of its headquarters.

Third:

Proposal to move the headquarters
The National Movement of Independents in Sudan proposes that the United Nations General Assembly begin formal procedures to study the possibility of moving the organization’s permanent headquarters from New York to another country that meets standards of neutrality, stability, security, infrastructure, and the ability to host international diplomatic missions.

At this stage, we do not suggest imposing a specific country, but rather opening the door to nominations to member states and setting clear and transparent criteria for selecting the host country.

Fourth:

Options can be studied
The proposed international committee could study a number of options, including:
Geneva – Switzerland, as it is one of the most important centers for international work and hosts a large number of United Nations institutions.

Vienna – Austria, as an important international center and hosts the headquarters of the United Nations.

Nairobi – Kenya as the headquarters of the United Nations in Africa. Which could achieve greater geographical balance.
And any other country that submits an offer that meets the standards approved by the General Assembly.

Fifth:
Proposed draft resolution

The National Movement of Independents in Sudan proposes that the United Nations General Assembly call for…
Forming an international committee to study the future of the United Nations headquarters.

Study the legal, financial, administrative and security aspects of moving the headquarters.

Nominations are open to member states wishing to host the headquarters.

Establishing objective and transparent criteria for selecting the host country.

Studying the extent to which the presence of the headquarters in one country affects the independence and neutrality of the organization.

Submit a comprehensive report to the General Assembly that includes the alternatives, costs, and legal implications of each option.

Emphasizing that any final decision must be made in accordance with the United Nations Charter and relevant legal rules.

Sixth:
The position of the National Movement of Independents in Sudan
The National Movement of Independents in Sudan confirms that this initiative is not directed against the American people nor against the United States as a country, but rather aims to strengthen the position of the United Nations as an international organization for all countries and peoples.
We also affirm that the Sudanese, as a member of the United Nations, has the right to demand that his delegation be guaranteed full participation in the work of the organization and that the relationship between the organization and member states be governed by the Charter and international law, far from any bilateral political requirements.

Current developments underscore the need to review some of the historical arrangements that arose in the wake of World War II and consider how to develop the international system to suit today’s world.
And accordingly
The National Movement of Independents in Sudan calls on the member states of the United Nations to open a responsible dialogue about the future of the organization’s headquarters and to study the option of moving it to a neutral country or to a location that achieves a broader geographical balance in a way that enhances the independence of the United Nations and the confidence of the peoples of the world in its institutions.

Congratulations to Al-Nour Abdullah Bakhit
Head of the National Movement of Independents in Sudan.

The former independent parliamentary representative for the Al-Fashqa district of the National Assembly.

Republic of Sudan Khartoum.
